The MPO Planning Process
This tool contains the processes and steps that MPOs undertake related to transportation planning activities for which they are responsible. It is designed for use by planners, decision makers, and stakeholders who need a better understanding of the planning process for metropolitan planning organizations (MPOs) that are in attainment of air quality standards. These MPOs typically go through a five-year planning cycle between metropolitan transportation plan (MTP) updates.
- Data Development
Includes discussions related to developing and updating data for the travel demand models, including processes performed by the MPO and TxDOT.
- Model Development
Discussions on validation, forecasting, and application of the travel demand model.
- Plan Development
Discussions on all planning documents the MPO must prepare (MTP, TIP, UPWP, APER, Annual Listing of Obligated Projects and public participation plan), as well as the TxDOT-prepared UTP.
