Consultation and Cooperation
Consultation and cooperation are key elements of the MPO process. TxDOT and the MPO are partners in the metropolitan transportation planning process and must have a cooperative relationship. The cooperative relationship implies that while the MPO and TxDOT may have goals that are not exactly the same, they will work together toward the common goal of providing the most efficient transportation system possible.
In some cases, such as metropolitan mobility and congestion mitigation and air quality funding, the MPOs receiving such funds have the final decision-making authority on how these funds will be spent. However, it is vital that the MPO consult with TxDOT to ensure that the funds are used in the most efficient manner possible. Likewise, TxDOT should consult with the MPO regarding funding categories for which they have the final programming authority. The consultation process provides for open communications between the agencies, assisting in the accomplishment of common goals in transportation planning.
